Agenda items Airport Improvement Project 3-20-0047-14 |
Please place the following items on the City Commission consent agenda for consideration at their March 27, 2007 meeting:
Approve engineering services contract and set bid date for Airport Improvement Project:
We have completed the FAA required steps in the consultant selection process for engineering services for an airport improvement project that involves improvements to the safety area for Runway 15-33 at the Lawrence Municipal Airport. Staff has reviewed the proposed engineering agreement from Airport Development Group (ADG) and finds its terms to be acceptable. In addition, we have received notice from FAA that the bid package for the project is approved for Airport Improvement Program (AIP) participation as well as authorization to advertise for bids. To that end, we are seeking action from the City Commission to approve the engineering consultant agreement for bidding and special (construction-related) services with ADG (pending a grant offer from FAA), as well as setting a bid opening date for the project.
Project Background
The improvements to the safety area for Runway 15-33 involve significant excavation and grading work to meet FAA runway condition requirements. This is the airport’s primary runway and the safety improvements associated with this project are a priority for the FAA and the City. This project is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan.
The project will include the following components:
· Runway 15-33 runway safety area grading (construction)
Following FAA guidelines, we have negotiated a contract with the Airport Development Group (ADG) for the following services:
Bidding services $ 9,200
Construction engineering services 45,300
TOTAL $54,500
The total project estimate is as follows:
TOTAL $ 1,358,241
*Note – it is our intent to provide the on-site inspection services for this project utilizing Public Works staff. FAA will reimburse the City for these activities.
Project Funding
This project is eligible for federal grant funding via FAA discretionary funds. The FAA grant will fund 95% and the City will be responsible for 5%. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Commission Action
This project has been discussed and is recommended by the Aviation Advisory Board. Approval is requested from the City Commission to:
· authorize the City Manager to enter into a contract with ADG for $54,500 for engineering services, pending a grant offer from FAA
· set a bid opening date of May 1, 2007
This project is eligible for AIP grant funding. For the engineering contract, the FAA grant will fund $51,775 (95%) and the City will be responsible for $2,725 (5%).
