RE:

March 27th Agenda Items

Please include the following items on the City Commission agenda for consideration at the March 27th meeting:

Landmark Nominations of 925 Vermont Street, 621 Connecticut Street, and 1646 Massachusetts Street to the Lawrence Register of Historic Places

The Lawrence Historic Resources Commission (HRC) recommends 925 Vermont Street, 621 Connecticut Street, and 1646 Massachusetts Street for listing as Landmarks on the Lawrence Register of Historic Places.

Project History. The HRC has adopted Resolution 2006-02, 2006-03, and 2007-01 recommending nomination of the above properties for listing as Landmarks on the Lawrence Register of Historic Places.  The Staff Reports, environs definitions, and Action Summaries for each property are attached to this memo.

Project Status.  Chapter 22 of the Code of the City of Lawrence requires the City Commission to consider the application of a landmark nomination at a public hearing.  The public hearing may be during a regularly scheduled meeting.  The City Commission may approve an ordinance designating a nominated structure as a landmark in accordance with the findings of the HRC.  The City Commission may also authorize submittal of an application to nominate the proposed landmark for listing on the State or National Registers of Historic Places.

If the City Commission denies the nomination, subsequent nomination attempts shall not occur within three years, or without a change of ownership of the property, whichever occurs first.

Action Request.  Planning staff requests the City Commission hold a public hearing and direct staff to draft an ordinance for landmark designation for 925 Vermont Street, 621 Connecticut Street, and 1646 Massachusetts Street, if appropriate.
