Aviation Advisory Board Minutes

February 22, 2007

Rick Bryant called the meeting to order at 6:35 p.m. and Gary Fish recorded the meeting minutes.

 

1.      Review and approval of January 2007 meeting minutes

The January 2007 Board Meeting minutes were reviewed and approved by a 6-0 vote.

 

2.      Airport Manager's Report

Debbie Van Saun, Airport Manager reviewed her report.  A copy of the report is attached. 

3.      FBO Report

None.

4.      Construction Cost Discussion of New T-Hangars

Steve Bennett presented estimated costs for building ten new t-hangars with electric doors at the Lawrence Municipal Airport.  The estimates were made by applying a 30 percent increase to the actual construction costs and estimated engineering fees from the 2002 t-hangar project:

      Construction                                      $380,000

      Site work/pad for Hangar D             $135,000

      Engineering contract                                    $  50,000

      Total Estimate                                   $565,000

 

Items not included in this estimate that might be required as a part of the site plan are fire protection, parking and access road. 

In addition, Steve presented a rough estimate to replace the existing asphalt on the west side of Hangar A at $65,000.  Steve cautioned that it is difficult to prepare a reliable estimate without a soil report.  This report would be included in the engineering contract.

Bob Newton made a motion to propose 20 new t-hangars in the 2008 CIP.  Theresa Gordzica seconded the motion.  The motion was approved by a unanimous 6-0 vote. 

5.      Discussion of Airport Marketing Plan

Rick Bryant announced that a real estate developer, Jes Santaularia, has expressed an interest in acquiring and developing a substantial amount of property adjacent to the Airport.  Rick suggested that we postpone further discussion of the Airport Marketing Plan until Mr. Santaularia has had an opportunity to present his development plans to the Board.

6.      Misc. business

The Leadership Lawrence tour of the airport has been scheduled for April 19.  Four local pilots, Ron Renz, Gary Fish, Lloyd Hetrick and Steve Craig, have agreed to provide rides. 

Rick suggested that we invite Mr. Santaularia to our next Board meeting.  Therefore, the date of the next Board Meeting was not set pending contact with Mr. Santaularia.

7.      Meeting Adjournment

The meeting was adjourned at 8:00 p.m.

Meeting time is 6:30 p.m. in the Richardson Memorial Pilots' Lounge at the Lawrence Municipal Airport Terminal Building.

ü       Runway 15-33 safety Area Project

ADG has submitted final review plans, specs, the Engineer’s report and responses to the FAA comments.  Due to a conflict with existing gas lines, ADG is suggesting a modification to FAA design standards, however FAA is indicating a reluctance to agree with this waiver of safety criteria “to accommodate a non-aeronautical use.”  I’ve asked ADG to give me a cost estimate for relocating the gas lines. 

 

ü       Airport Tenant List

An updated list of tenants renting from the City of Lawrence will be provided at the meeting.

 

ü       Maintenance Update

o      Working on the lighting on the buildings, hangers and GUT Works.

 

o      VASI not operational on 15. FAA has been notified. Lloyd is in contact with them.
