Request for Public Parking Space Use Related to SP-03-17-07: 123 W. 8th Street

 

A site plan for an addition to the building at 123 West 8th Street was submitted to the Planning Office for administrative review on March 13, 2007 (See attached site plan). As the site plan includes the use of eight public parking spaces adjacent to the building at 123 West 8th Street, the property owner has submitted a written request for use of these spaces (See attached letter). Four of the eight parking spaces will remain available as covered, private parking spaces, while the other four spaces will be removed to allow for the building expansion. The request states that these spaces will be replaced through the construction of a new parking facility in downtown Lawrence within the next five years.

 

Site Plan Status

Prior to approving the site plan and releasing it to the Neighborhood Resources Department for issuance of building permits, a formal agreement regarding the use of public parking spaces and a Site Plan Performance Agreement will need to be executed, and all conditions of Historic Resources Commission approval will need to be met. The Historic Resources Commission approved the site plan on April 19, 2007, subject to the following conditions. As of July 2, 2007, conditions #2 through 5 had not been fulfilled:

 

  1. The applicant remove the west dormer on the south elevation and the north dormer on the east elevation;
  2. The windows will be repaired and replaced only when the severity of the deterioration warrants.  A window survey shall be approved by the Historic Resources Administrator (HRA)  before the removal of any windows occurs;
  3. Windows affected by the new addition will be sealed in place with window surrounds exposed, if possible, or stored on site if required to be removed;
  4. The applicant alter the addition, with the final design to be approved by the Architectural Review Committee (ARC), including the south elevation as one plane and the cornice line linkage;
  5. The applicant provide complete construction documents with material notations, including skylight and dormer specifications, to be reviewed and approved by the ARC prior to release of a building permit;
  6. Any changes to the approved project will be submitted to the Historic Resources Commission prior to the commencement of any related work.

 

Action: Authorize the City Manager to negotiate an agreement with Thomas Fritzel of Onetwothree, LLC to remove eight public parking spaces adjacent to the building at 123 West 8th Street, on the south side of the building, to allow for the planned renovation of the building.
