Please include the following item on the City Commission Consent Agenda for consideration at the July 24, 2007 meeting.

 

Project Description

This project consists of consolidating three existing driveways into one shared driveway located along the south side of 23rd Street just east of the intersection of 23rd and Iowa (See Exhibit). In order for this driveway to function as a shared access for both properties (CVS Pharmacy and El Mezcal Restaurant), some site improvements at the El Mezcal site would be necessary. It is to be noted that the entire CVS site is being rebuilt. In the consolidation process, El Mezcal would lose few parking spaces and would be  compensated by making 12 parking spaces at the newly built CVS site available for El Mezcal customers. The details of this agreement are being worked out by the attorneys for CVS Pharmacy, El Mezcal Restaurant and the City of Lawrence.

 

Project History

September, 2002:     Final report for 23rd Corridor study was completed by the Metropolitan Planning Office of Lawrence-Douglas County Planning Department.

July, 2003:     The City applied for Economic Development Funds to consolidate access points along 23rd street corridor east of Iowa street, as outlined in the 23rd Street Corridor Study.

April, 2004:     23rd Street Access Management Improvement project was selected by Kansas Department of Transportation for Economic Development Funding.

October, 2004:  HNTB Corporation was hired to prepare plans for access management improvements on 23rd Street between Iowa and Louisiana. During the design phase, 10 locations were selected for access consolidation and / or modifications which would have impacted 16 property owners. While the initial discussions with the property owners were encouraging and optimistic, in the end most of them backed out of the plan.  Currently, there are fewer than 5 locations where access consolidation still seems a viable option.

June, 2007: HNTB Corporation handed over all project files and information to the City and the Public Works Department took on in-house design projects to implement the access consolidation where possible.

 

 

Project Funding

This project has been funded by the Economic Development Fund program sponsored by Kansas Department of Transportation, with a maximum State participation of 75% of construction costs up to a maximum of $500,000.00. The City is responsible for the design and the remaining construction costs in excess of $500,000.00.

 

In October, 2004 Resolution No. 6568 was adopted by the CC for a total amount of $550,000.oo to pay for the Engineering Design Services and the city’s share (25%) of the construction cost.  The design contract with HNTB was in the amount of $169,598.00. To this date, a total sum of $151,605.43 has been paid to HNTB for their services with a remaining balance of $17,992.57.

 

Total Estimated cost of proposed Shared Access: $19,138.50 (City’s share is 25% or $4,784.62). The City will have to pay for the entire cost upfront and will be reimbursed by KDOT for 75% of the cost incurred.

 

Action Request

Authorize Mayor to execute Letter of Agreement with KDOT for the consolidation of accesses between CVS Pharmacy and El Mezcal Restaurant located just east of the intersection of 23rd and Iowa street.
