Maintenance Agreement—23rd Street (K-10) & East Hills Drive

 

Background:  For several years, businesses and employees have had concerns about the safety of the intersection of 23rd Street (K-10) & East Hills Drive.  In June 2005, KDOT began working with a group of individuals interested in this intersection including city staff.  The result of the group meetings was a proposal by KDOT to install VEHICLE-ACTIVATED FLASHING BEACONS on 23rd Street in advance of East Hills Drive.

KDOT contracted with a consultant in 2006 to design such a system and completed construction earlier this year.

Inasmuch as KDOT does not have maintenance personnel trained to handle the type of equipment in place, they wish to contract with the city for maintenance.  This is similar to the contracts in place for the city to maintain the traffic signals on state highways just outside the city limits (US24-40-59; US59 & K-10; K-10 & Wakarusa).

The State will pay the City an annual maintenance fee of $4,536.00 to provide maintenance services for the beacon system.

Action Request:  Authorize the mayor to sign the MAINTENANCE AGREEMENT for the beacon system on 23rd Street at East Hills Drive.
