Introduction
On July 20, 2010 Bid Proposals for “2009 CDBG Sidewalk Gap Program” were opened and read aloud by the City Clerk in accordance to the procurement policies and procedures of the City of Lawrence, Kansas. Following is a summary of the Bid proposals. Attached is the detailed Bid Tab.

Project Details / Status
This project consists of installing new sidewalks in the low-mod areas of the city in order to close gaps at various selected locations. Some of the major locations where new sidewalks will be placed include east side of Iowa Street from 23rd to 27th, south side of 23rd Street from Harper to Haskell, west 18th Street from Ohio to Vermont, and Vermont Street from Massachusetts to Montana. The project also includes removal and replacement of the existing broken and unsafe sidewalks along East 13th Street from Connecticut to Haskell. Sidewalk project along East 13th will be coordinated with the upcoming mill and overlay project in this area.
Project Schedule
This project is scheduled to begin later this summer and is expected to be completed before the end of the year.

Bid Evaluation / Recommendation
Staff has evaluated all bid proposals to check for accuracy, completeness and other applicable criteria / requirements. As shown in the Summary Table, the bid proposal from RD Johnson Excavation, Inc. offers the lowest and best total bid price for this project. Staff recommends “Award of City Bid No. B1042” to R. D. Johnson Excavating.
Action Request
Award City Bid No. B1042 (for 2009 CDBG Sidewalk Gap Program – PW0929) to R.D. Johnson Excavating in the amount of $229,076.20 and authorize City Manager to sign the Construction Contract for this project.
