RE:

KLINK – E. 23rd St. from west of Haskell to east city limits

Project PW1001

Please include the following item on the City Commission consent agenda for consideration at the September 28, 2010 meeting:

Approval of Change Orders for KLINK Project

Project Details:  The project included a 2” mill and overlay of 23rd Street from west of Haskell Avenue to the east city limits.  Also included was full depth patching, pavement marking, installation of a video detection system at the intersection of Haskell Road and   improvements to the south leg of 23rd & Haskell Road.

After the street was milled and the roadway base was inspected, it was determined that more full depth patching was required than anticipated.  Additionally, a thicker asphalt leveling course was applied to provide a temporary drivable surface during patching and provide extra support to the finished roadway.  The cost overruns were $67,000 on full depth patching and $30,000 for the thicker leveling course.  Staff identified and reported these costs in the City Manager’s Report on July 16, 2010.  The KLINK project was included in the approved 2010 Street Maintenance Program.

Following the work on 23rd St, a plan was developed to repair concrete on the south leg of 23rd & Haskell.  This work included full depth concrete patching, curb and gutter replacement, and geometric improvements to the southeast corner.  The geometric improvements include an increase curb radius for turning trucks, reconstruction of sidewalk ramps, and relocation of two traffic signal boxes that were damaged by trucks driving over the curb.
