Utility Agreement with KDOT, Baldwin City, and RWD No. 4 for Utility Relocations Associated with the South Lawrence Trafficway.

 

Please include the following item on the City Commission Agenda for consideration at the January 3, 2013 meeting:

Authorize the City Manager to execute a Utility Agreement with the Secretary of Transportation of the State of Kansas, Baldwin City, and Rural Water District No. 4 in association with Highway No. 10 Improvements.

 

Background:

The City of Lawrence provides wholesale water service to Baldwin City and Rural Water District No. 4 in the vicinity of 31st Street and Haskell Ave. Construction of the South Lawrence Trafficway (SLT) will cause conflicts with Baldwin’s metering station and water transmission main, RWD #4’s water transmission main, and City water mains. KDOT requires the removal of these conflicts prior to the beginning of the SLT construction.

 

Initially, Baldwin, RWD #4, and the City were considering projects that were independent of each other. However, as relocation discussions progressed, it was clear that by working together with KDOT, a single project that benefitted all at a lower cost was possible.

 

The project will accelerate construction of the 16-inch O’Connell Road Water Main to the southern end of the Wakarusa Wastewater Treatment Plant property where a single metering station for Baldwin and RWD #4 will be constructed. The project also includes construction of a 4-inch water main for RWD #4. The City will design, let, and construct the project.

 

The benefits of the project are that it removes the water transmission mains for Baldwin and RWD #4 from the wetlands and reduces the number of utilities near 31st and Haskell during construction of the SLT. It provides funding to accelerate construction of the 16-inch O’Connell Road Water Main that will serve the Wakarusa Wastewater Treatment Plant and provides a 5 percent cost savings to KDOT.

 

KDOT prepared the attached agreement for all parties to execute. The City Attorney’s Office has reviewed and approved the agreement.

 

Funding

KDOT will reimburse the City $1,094,461 at the completion of the project. The reimbursement includes the cost of constructing the metering station for Baldwin and RWD #4, the RWD #4 water main, and a portion of the 16-inch O’Connell Road Water Main. The estimated cost of the project is $2.06 million.
