Authorize the City Manager to Execute Supplemental Agreement No.1 to the existing Engineering Services Agreement with Burns & McDonnell for Project UT0701DS – Kaw WTP Water Transmission Main Redefining the Project Scope and Reducing the Contract Amount by $343,996.00 to $787,658.00.

 

Project Description

The 2003 Water Master Plan identified projects to address the required increase in  capacity and the addition of redundant facilities related to the transmission of finished drinking water from the Kaw Water Treatment Plant (WTP) to the southeast Lawrence area and the a second watermain crossing of the Kansas River to North Lawrence.

 

The current Water Master Plan maintains the recommended project with the completion of a modified Phase I from the Kaw WTP to North 3rd Street in 2013 – 2014 to provide a redundant water supply connection to North Lawrence. The Plan recommends the completion of Phase II in 2019, and Phase III by 2025 to address capacity requirements in Southeast Lawrence. Map attached.

 

Project Status

The current design effort is funded with Revenue Bond proceeds as authorized by the City Commission on October 9, 2007 per Resolution 6743 and contracted in the amount of $1,131,654.00. As of January 15, 2013 expenditures on the project total $473,807.18. Of these $460,618.14 has been invoiced by Burns & McDonnell and $13,189.04 has been paid for other activities including property O&E reports, appraisals and aerial photography services.

 

In coordination with the proposed modified Phase I Burns & McDonnell and Utility Department staff have negotiated a Supplemental Agreement for a reduction of $343,996.00 to the existing Engineering Services Agreement. The reduction eliminates the previously contracted design efforts for the balance of Phases I & II and the Phase I construction phase services and brings the Agreement’s remaining scope and fee in line with the design and permitting required for the proposed modified Phase I from the Kaw Water Treatment Plant to N 3rd Street. The remaining services to provide completed plans, corrosion analysis, specifications and permitting are in the amount of $327,039.86. The new Engineering Services Agreement total is proposed to be $787,658.00.

 

At this time, permanent easement appraisal activities, all field survey work and geotechnical borings have been completed along with required wetlands, wildlife, archeological and historical route assessments for Phases I & II along with alignment assessments for Phase III. Permit applications have been filed with the U.S. Army Corps of Engineers, Kansas Department of Wildlife and Parks, U.S. Fish and Wildlife Service and the Kansas State Historical Preservation Office. Project approval has been received from the Kansas State Historical Preservation Office. Preliminary plan and profile sheets have been completed.

 

Project Funding

The project design is funded from the 2007 Revenue Bond proceeds and construction is funded in the Department of Utilities 2013 Capital Improvements and Rate Program.
