Re:                  Police unit 106

BACKGROUND

For 2013, the Lawrence Police Department’s equipment replacement fund increased by $300,000.00 as part of a mill levy action to address needs in that area. One of the identified uses for the 2013 funds included the replacement of an additional fleet vehicle not otherwise funded through the normal vehicle replacement process.

DISCUSSION

Unit 106, a 1996 Chevrolet Suburban, has been slated to be replaced for some time but due to the importance of the four wheel drive of the unit it was kept in service.  Currently the vehicle has 107,823 miles on it and is 17 years old.  Unit 106 is currently assigned to the patrol division as an unmarked vehicle.  It has been utilized by supervisors when all other supervisor vehicles are being utilized and officers during special patrols or inclement weather.  The new vehicle will be assigned as a patrol supervisor vehicle.  The new vehicle will be all wheel drive thus offsetting the need to keep unit 106.

FUNDING

The funds to replace this vehicle will come from the 2013 mill levy expenditures identified for equipment replacement.

ACTION REQUESTED

I request to replace unit 106 with a new 2013 Ford Police Interceptor Utility.  The base cost of a new vehicle is $25,700.00.  This cost was obtained using our current bid for patrol vehicles and adding features to make it an unmarked street appearance vehicle changes the cost to $27,319.00.  The Finance department has advised the most recent bid, February 2013, is still current and can be utilized for this purchase.
