Re:                  Police unit 56

BACKGROUND

On February 12, 2013 Lawrence Police city unit 56 was involved in an accident at the intersection of 15th and Haskell. The City was not at fault in the accident.   As a result of the accident unit 56 was determined to be a total loss by the insurance company.  The City received a check for $24,305.00 for unit 56. The funds were placed into the Police Department’s vehicle replacement line item.

DISCUSSION

Unit 56 was assigned to the patrol division as a marked patrol vehicle.  The current patrol fleet is managed in such a manner to spread out mileage over the entire fleet in an effort to extend the life of the vehicles. Unit 56 had less than 1000 miles on it and if not replaced, its mileage will be spread across the other vehicles decreasing their lifespan.  As such, replacement of the vehicle is critical to the continued effective management of the fleet.

FUNDING

After purchasing vehicles for 2013, $1652.00 remains in the vehicle replacement line item.  By applying the funds received in the settlement for unit 56 and the remaining funds left in the vehicle replacement line item this vehicle can be replaced without going over our budget for vehicle replacement; total available: $25,957.00, cost of replacement $25,700.00.

ACTION REQUESTED

I request to replace unit 56 with a new 2013 Ford Police Interceptor Utility.  The cost of a new vehicle is $25,700.00.  This cost was obtained using our current bid for patrol vehicles. This model vehicle has already been bid and awarded to Shawnee Mission Ford.  The Finance department has advised the most recent bid, February 2013, is still current and can be utilized for this purchase.
