Project Description.  This curb and gutter and milling and overlay project includes several City residential streets as well as an arterial street (see attached location map).  The street curb and gutter and mill and overlay sections to be worked on are determined to be in generally fair to poor condition and have deteriorated beyond the point at which cost-effective preventative maintenance techniques can be performed.  An effective curb and gutter and milling and overlay program will reestablish desired drainage, structural, and ridability characteristics to a street and reduces other long-term maintenance and rehabilitation costs.

 

Project History.  The City’s annual pavement maintenance program was reviewed and approved by the City Commission on January 15, 2013.  Of the various Contracted Maintenance Program projects, the 2013 Microsurfacing Program was awarded on March 12, 2013, the 2013 Concrete Rehabilitation Program was awarded on March 26, 2013, the 2013 Crack Seal Program (to be performed by City internal crews), and the KLINK Overlay work on Iowa St from 29th St to City Limit are also planned for this construction season as presented at the January 15, 2013 City Commission Meeting.

 

Project Details.  The project includes the removal and replacement of curb and gutter sections, concrete intersection apron/valley gutter improvements, milling of existing pavement, patching of deteriorated areas, and the placement of a 2-inch asphalt overlay to restore structural capacity, skid resistance, proper drainage, and ride quality to the existing City streets.

 

It was our plan as part this project to mill and overlay Bob Billings Parkway (BBP) from Wakarusa to Fox Fire; however the condition of that section of BBP continues to deteriorate at an alarming rate. Based on this data we are planning a more comprehensive reconstruction of that section of BBP in the 2014 budget. As part of the 2013 maintenance program, we will perform some maintenance to this section of BBP to minimize the rough surface and to extend its life until 2014, when we can reconstruct.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  Funding for the program was approved in August, 2012 and adopted in the 2013 City Budget.  This project was included in the 2013 Pavement Maintenance Program for overlay and curb rehabilitation to be paid from the general fund.

 

Action Request.  Award City Bid No. B1324, Project No. PW1320 - 2013 Overlay Program, Phase 1, to Sunflower Paving, Inc., in the total amount of $943,087.50.
