Authorize the City Manager to Execute Supplemental Agreement No. 2, in the amount of $497,279.00, to the Existing Engineering Services Agreement with Black & Veatch for Design and Construction Phase Engineering Services for Project UT1102KA Kaw WTP Raw Water Intake Replacement

 

Project Description

The recommended project provides for the design of a redundant surface water intake and raw water pipeline to the Kaw Water Treatment Plant (WTP) as recommended in the November 2012 Kaw Water Treatment Plant Raw Water Intake Evaluation by Black & Veatch. The construction of the intake and raw water pipeline will provide a redundant point of intake from the Kansas River for the Kaw WTP. These facilities will also serve as the first phase of Kansas River raw water supply required for the potential expansion of the Kaw WTP to a treatment capacity of 25 MGD. See the attached map indicating the location of the existing intake structures.

 

Project History

January 24, 2012 - City Commission authorized execution of the Engineering Services Agreement for the work.

 

September 5, 2012 - Received draft report.

 

September 20, 2012 - Provided Staff review comments to Black & Veatch.

 

November 20, 2012 - Received updated report.

 

December 18, 2012 – City Commission authorized execution of Supplemental Agreement for the design of immediate modifications to the existing intake structure and dredging of accumulated river bed material in the vicinity of the intake. These improvements are currently being designed and permitted with dredging expected to take place this summer and construction of the modifications during fall and winter.

 

March 12, 2013 – City Commission authorized Staff to negotiate a Supplemental Agreement with Black & Veatch for engineering services related to the construction of a new intake and raw water piping.

 

Project Status

Staff have negotiated an appropriate scope and fee for the design, permitting, bidding and construction phase engineering services related to the construction of a new Kaw WTP raw water intake and piping, and the removal of the 2 existing out of service intake structures in the amount of $497,279.00 as broken down below. Also shown is the fee as a percentage of the $3,822,000.00 estimated construction cost.

*Based on the City of Lawrence Design Fee Guidelines the expected Basic Design Services Fee as a percent of construction for a $3,822,000.00 project is 7.2%.

 

The negotiated fee includes all required design services; sub-consultant services related to geotechnical, survey and hydraulic modeling; required State of Kansas and US Corps of Engineers (USCOE) permitting; bidding phase services; and construction phase services including submittal review, progress meeting attendance, and construction inspection.

 

The fee and schedule are currently based on the USCOE approving the project under the Nationwide Permit process. Should the project ultimately require an individual project permit from the USCOE additional scope on the part of Black & Veatch may be required and the project schedule would extend approximately 90 days to accommodate this process.

Project Funding

The project is included in the Department of Utilities 2013 Capital Improvements and Rate Plan and is identified in the proposed Bond Funds per Resolution 7019.
