RE:

2014 KLINK Project Funding

The 2014 KLINK Project includes:

The estimated cost is $667,000.00 with KDOT providing $200,000.00.

Resolution 7034 authorizes $325,000.00 of debt for this project which would free up an equal amount within the General Fund (Street Maintenance) to use as match for the Santa Fe Depot.  The remaining amount will be taken from the 2014 Street Maintenance Program.  By using general fund cash for the Santa Fe station project, this will allow the City to provide for certain private uses in the building.   Issuing city debt for private uses is generally more costly to the City and requirements substantially more legal and management work.  BNSF has indicated that one of the requirements for transfer of the station to the City is to continue to allow BNSF private staff work within the station.   Additionally, this allows greater flexibility to the City regarding additional future uses in the station after rehabilitation.

Action RequestAdopt Resolution 7034, authorizing the issuance of General Obligation Bonds for certain Main Trafficway Improvements.

Respectfully Submitted,

Charles F. Soules, P.E.
