Please include the following item on the City Commission agenda for consideration at the July 23, 2013 meeting:

Project Description. The intersection of 23rd Street and Ousdahl Road experiences flash flooding during heavy storm events and is frequently inundated and impassable to vehicular traffic (see attached location map).  This area was identified as Project Identification No. 8 in the 1996 Stormwater Master Plan. The existing storm sewer infrastructure currently provides a 2-year or less level of service which results in street flooding.

Project Status.  A Request for Proposals (RFP) will be advertised for engineering services for the design of stormwater and geometric improvements to the intersection of 23rd Street and Ousdahl Road.  Services will include, but are not limited to, the following:  surveying, engineering design, permit applications, traffic control and completion of construction plans.

Project Details. In addition to the design work for storm sewer and geometric improvements at the intersection, the City Utilities Department needs to replace a water main from Iowa to Naismith Drive.  This main needs to be replaced as it is nearing the end of its design life and to provide a redundant piping network so that possible future problems can be isolated with a minimal amount of water services being interrupted.  This project is proceeding in 2014.  The design and construction of these infrastructure projects will be carefully coordinated to minimize the effect on the traveling public and to take advantage of staged construction opportunities.

Project Funding. The project is being funded from the Stormwater Utility Fund.

Action Request. Set a due date of Tuesday August 20, 2013 for the Request For Proposal (RFP) for engineering services for the design of stormwater and geometric improvements to the intersection of 23rd Street & Ousdahl Road (PW1134).
