Please include the following item on the City Commission Agenda for consideration at the July 23, 2013 meeting:

Approve and authorize the City Manager to execute Change Order No. 2 to the construction contract with Garney Companies, Inc. for project UT1206DS O’Connell Road Waterline Extension increasing the contract amount by $81,856.00 and contract time by 50 calendar days.

 

Project Description

The O’Connell Road Waterline project involves the installation of approximately 9,200 lineal feet of 16” waterline, 970 lineal feet of 12” waterline, 6,800 lineal feet of 4” waterline, and construction of a metering station providing points of connection for the City of Baldwin and Douglas County Rural Water District No. 4. Installation of the 12” and 16” watermain will commence at O’Connell Road and Prairie Terrace, at the limit of the existing distribution system, and continue south to approximately 2,000 feet north of 1100 Road as shown on the attached map. The project also includes the replacement of an existing Rural Water District No. 4 8” waterline with a 4” waterline as shown on the attached map.

 

Project History

Department of Utilities staff have coordinated with KDOT, HNTB, City of Baldwin, Rural Water District No. 4, and Wilson and Company for utility relocations required for the construction of the completion of the South Lawrence Trafficway. Both the City of Baldwin and Douglas County Rural Water District No. 4 currently have their metered connection points in the vicinity of the intersection of 31st Street and Haskell Avenue and must relocate their meter and backflow vaults to accommodate the planned reconstruction of this intersection as part of the South Lawrence Trafficway project.

 

Department of Utilities staff have coordinated with KDOT, RWD#4, City of Baldwin, and Wilson and Company on the O’Connell Watermain Extension and have bid and commenced construction of the project to attain completion in accordance with KDOT’s bidding and construction schedule for the South Lawrence Trafficway.

 

Project Status

The project was awarded to the low bidder Garney Companies, Inc. as part of the March 12, 2013 City Commission agenda and notice to proceed was given on April 15, 2013. To date Garney Companies has completed the installation of the 4” waterline for RWD#4, installed approximately 4,700 feet of 16” and 800 feet of 12” waterlines, installed approximately 5,500 feet of fiber optic conduit and appurtenances, as well as attaining approximately 70% completion on the metering station building.

 

To accommodate data demands of the Wakarusa Wastewater Plant and provide connectivity to City Hall, Department of Utilities staff requested that Garney Companies, Inc. extend the installation of the fiber optic cable, conduit, and appurtenances from the original point of termination on the east side of O’Connell Road across from pump station 23 depicted on the construction plans to the southwest corner of 23rd Street and O’Connell Road as shown on the attached map.

 

Change Order No. 2 includes an additional 5,115 lineal feet of fiber optic cable and conduit as well as an additional 50 calendar days for the manufacture, delivery, and installation.

To date change order adjustments represent 4.7% of the original contract amount.

Revised contract time for the project is 153 calendar days to attain substantial completion and 183 calendar days to final completion. The additional days and revised contract completion dates do not represent a conflict with KDOT’s bidding and construction schedule for the completion of the South Lawrence Trafficway.

 

Project Funding

Funding for the project will be from the Department of Utilities non-bonded construction fund. Cost sharing agreements with KDOT, City of Baldwin, and Rural Water District No. 4 have been finalized and the City will be reimbursed a lump sum amount of $1,094,461.00 per the executed utility agreement with KDOT.

Action Request

Approve and authorize the City Manager to execute Change Order No. 2 to the construction contract with Garney Companies, Inc. for project UT1206DS O’Connell Road Waterline Extension increasing the contract amount by $81,856.00 and contract time by 50 calendar days.
