Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute a license agreement for the use of right-of-way with the property owner of 1052 W. 24th Street for the connection of a side yard drainage pipe, i.e., a French drain system to a manhole that is part of the existing public storm sewer.

 

Executive Summary:

The property at 1052 W. 24th Street is experiencing significant overland stormwater runoff from the adjacent property to the east. This runoff is causing localized flooding on the subject property and in particular to the townhome itself. In order to prevent future flooding the homeowner is planning to construct a French drain which will collect the stormwater runoff and directly tie it into an existing stormwater manhole within the right-of-way and immediately south of the residence. 

 

The license agreement allows for the connection of the French drain system directly into the existing stormwater manhole located on the property at 1052 W. 24th Street. The City Attorney’s office has reviewed and approved the attached license agreement. The property owner will be responsible for installation and maintenance as well as any relocation or removal costs in the event the City needs to use the right-of-way for the City’s purposes.
