Homeless Issues Advisory Committee

October 10, 2017 minutes

1.    Introductions

The committee members introduced themselves.

 

2.    Approve minutes from July 11, 2017 meeting

Smith moved to approve the minutes from July 11, 2017. Ogwangi seconded the motion. The motion passed 6-0.

 

Ortiz arrived at the meeting.

 

3.    Receive 2017 2nd quarter report from Bert Nash Homeless Outreach Team

Smith asked if the increase in the number of evictions was typical for the time period reported. Faulk said not necessarily typical for the time period. Smith asked what typically the evictions were related to. Faulk said usual it is for non-payment of rent or damages caused to the unit. Baars said it could also be related to allowing guests to reside in the unit. Faulk agreed and said difficulty in setting boundaries often led to having boarders in the unit. Smith asked where those evicted ended up. Faulk said even if they had the resources to immediately locate other housing, if would very difficult to find a landlord willing to rent to someone recently evicted. Brouwer agreed the number one factor is a difficulty in setting boundaries which leads to people moving in; they have do a lot of intervention to encourage people to leave.

 

Faulk moved to receive the 2017 2nd quarter report from Bert Nash Homeless Outreach Team. Brouwer seconded the motion. The motion passed 7-0.

 

4.    Discuss letter to the City regarding the 2019 budget process

Faulk presented the committee with a draft letter to the City Commission. The committee discussed the letter and agreed on revisions.

 

Ogwangi moved to forward the amended letter to the City Commission. Daneke seconded the motion. The motion passed 7-0.

 

5.    Housing Vision Reports

a.    Non-Housing – BoS CoC

Dresslar informed the committee Rae Johnson, HOPE Support Services Specialist with the LDCHA, and is now the Regional Coordinator position for the CoC.

 

Johnson said the renewal grant had been submitted. Faulk asked how many new local programs were submitted for the grant. Johnson said she would have to check on the number. Faulk asked when the awards would be announced. Johnson said probably around one month.

 

b.    Emergency Shelter/Temporary Housing – Family Promise Update – Dana Ortiz

Ortiz informed the committee Family Promise had finished the flip of four apartments, so they now have nine temporary housing units for families who qualify from either of the Family Promise intake programs.

 

c.    Transitional Housing/Supportive Services and Permanent Housing – Section 8 Program – LDCHA – Nickie Daneke

Daneke spoke to the committee about the LDCHA voucher programs, TBRA, New Horizons, and HOPE House. LDCHA will also be developing 8-10 units of housing around the Bert Nash Mental Health Center, using Moving to Work reserve funds.

 

d.    Permanent Supportive Housing – Project Able Update – Vivian Baars

Baars told the committee the Project Able program was currently full. She said permanent supportive housing is a hard population to serve and finding landlords to participate is difficult. Ogwangi asked if there are any incentives to offer landlords to participate. Daneke said an incentive for HOPE house participants was the LDCHA staff would manage the units, pay rent for vacant units, and perform some maintenance. Dresslar said one goal of the Assessment of Fair Housing (AFH) was to increase landlord participation in subsidy programs. Ogwangi asked where to view the AFH. Dresslar said she would send him a link to the document.

 

6.    Calendar/Miscellaneous – Next Meeting January 9, 2018

Dresslar indicated she would contact those committee members with expiring terms to inquire about being re-appointed.

 

7.    Public Comment

James Dunn, Co-Chair of the Coalition for Homeless Concerns (CHC), invited the committee to the CHC monthly meeting at 3:30 on October 10, 2017 at the Lawrence Public Library.

 

Steve Ozark spoke to the committee about his hope for getting housing stories out to the community because of the upcoming November referendum on a dedicated sales tax for affordable housing.

 

Dresslar reminded the committee members, if speaking as a representative of the HIAC, to educate not advocate the public about the upcoming sales tax referendum.

 

8.     Adjourn

Faulk moved to adjourn the meeting.  Smith seconded the motion. The motion passed 7-0 at 9:16 a.m.
