Approve a Special Event Permit, SE-17-00705, for The Kansas Food Truck Festival located at 810 Pennsylvania on May 5, 2018 from 4:00 p.m. to 10:00 p.m., subject to the conditions listed in the Special Event permit and approved Use of Right-of-Way permit. Submitted by The Cider Gallery, with permission of Cider Gallery Partners, LLC & Cider Gallery LLC, property owners of record. |

Executive Summary: |
This is the 5th annual Kansas Food Truck Festival. There is an associated Use of Right-of-Way permit for street closings (CL-26950), evening hours of operation and live music/entertainment so this special event permit requires approval of the City Commission. The Use of Right-of-Way permit, CL-26950, contains all parking/traffic plans and conditions. CL-26950 will apply to this Special Event Permit.
The event is a benefit for Just Food and includes a stage, live entertainment, public art and educational opportunities about Just Food’s operations here in Douglas County. Activities will include live music, kids’ entertainment (face painting, inflatables) and street performers. A live music stage will be located on parcel north of the intersection of 8th Street and Pennsylvania Street. It will face south towards the Bon Bon! restaurant. The event sponsors will provide private security and independent fire/medical staffing during festival hours. |

Fiscal Impact (Amount/Source): |
The fiscal impact to the City is minimal. This item was not in the 2018 budget or CIP.
The event sponsors have requested in-kind City support through the use of 20 blue trash receptacles from the Parks & Recreation Department. The sponsors have requested placement of traffic message boards and pedestrian barricades at various locations.
Attendance is estimated to include 3500 – 4000 guests. Ticket sales will be capped at 4500. |
