Executive Summary: |
At the December 4, 2017 Transportation Commission Meeting, the board considered a request to install traffic calming devices on Monterey Way between 6th Street and Bob Billings Parkway. Traffic data obtained during October 2017 found the street did meet the criteria for traffic calming with an average 85th percentile speed of 44 mph (posted speed is 35 mph) and a 24-hour two-way traffic volume of 7,404. City staff recommended approval of the request.
Nineteen (19) residents provided email correspondence, seventeen (17) against traffic calming and two (2) in favor of it. Five (5) residents spoke to the Commission in favor of some type of measures to slow traffic and create a safer way to cross the street. The Transportation Commission voted 9-0 to recommend denial of the traffic calming request. The Transportation Commission advised staff to consider pedestrian and bicycle facilities in the area that would make it safer to cross Monterey Way adjacent to the park.
Due to the prevalent neighborhood sentiment that traffic calming, as defined by policy, would not be supported, the City staff concurs with the recommendation to deny this request and to pursue pedestrian or bicycle facilities to assist in crossing the street which will in turn slow traffic. City staff believes this intervention will more effectively achieve the neighborhood’s desired outcome. |
