Award Bid No. B1757 to Westland Construction, Inc. and authorize the City Manager to execute the construction contract in the amount of $650,474.00 for the Arkansas Street, W 24th Street to W 27th Street; W 24th Street, Missouri Street to Alabama Street Waterline Replacement Project UT1715.

 

Executive Summary:

The Arkansas Street, W 24th Street to W 27th Street; W 24th Street, Missouri Street to Alabama Street waterline replacement includes the replacement of approximately 3,400 linear feet of 8” cast iron pipe from the 1960s with 8” PVC waterline.  The project also includes valves, fittings, fire hydrants, and other miscellaneous appurtenances for the waterline located along Arkansas Street and W 24th Street.  The project is scheduled to be completed by October 2018.

 

Professional Engineering Consultants completed construction documents, and the project was advertised on January 8, 2018. Bids were opened on January 30, 2018 and the bids were read publicly aloud as follows:

A minor error was noted in the bid tabulation of Banks Construction, LLC resulting in a net addition of $450.00 and increasing their total bid price to $666,180.00. However, this did not affect the bid order. Professional Engineering Consultants (PEC) has reviewed the bids, qualifications, and current project commitments of the low bidder, Westland Construction, Inc.  PEC recommends awarding the bid to Westland Construction, Inc. in the amount of $650,474.00.

Fiscal Impact (Amount/Source):

Awarding the bid as recommended will have a fiscal impact of $650,474. Funding for this project comes from the 2016 revenue bond issue and the project is included in the Department of Utilities 2017 Amended Capital Improvement Plan.
