Receive staff reaction to downtown protest.
Executive Summary:		At the City Commission meeting on February 6, a number of people spoke during public comment about a demonstration that occurred in downtown Lawrence on February 3, 2018.  The City Commission asked staff to consider the comments and the following will be provided in reaction: 1) Statement from the Mayor and City Commission 2) Review of First Amendment from City Attorney 3) Recap of the events of February 3 from Chief of Police
