Approve PDP-17-00663, a Preliminary Development Plan for Lawrence Humane Society, Lot 1, Lawrence Humane Society Addition, to accommodate a new structure, expansion and public dog park, located at 1805 E. 19th Street with conditions. |

Executive Summary: |
The subject property included in this Preliminary Development Plan is 1805 E. 19th Street. This property was included in a previous Final Development Plan for the Lawrence Humane Society, with the original Preliminary Development Plan being approved by the City Commission in 1995. Minor revisions to the Final Development Plan were approved in 2000 and 2007.
This Preliminary Development Plan exceeds the threshold for an administrative revision. The proposed land use will remain the same but the expansion of use will include a new larger structure, demolition of the existing structure, additional access, parking, site improvements and the addition of a public dog park.
The Planning Commission considered this item at their January 24, 2018 meeting and voted unanimously to forward the Preliminary Development Plan to the City Commission with a recommendation for approval with the following conditions:
1. Execution of a Site Plan Performance Agreement. 2. Revise the Final Development Plan with the correct required landscaping for a Type 2 Bufferyard along the north and east property lines and a Type 1 Bufferyard along the west property line and revise general notes regarding alternative compliance accordingly. 3. Provide a note indicating type of erosion and sediment control applied upon the completion of the final grading of the detention basin. 4. Revised the parking table to show the parking calculations that include the east and west access drives. 5. Adjust the note in the Landscaping schedule regarding interior parking landscaping to reflect 63 spaces and the area to be landscaped as shown on the plan. 6. Submittal of mylar and recording fees.
Condition number (2) was a modification to the staff recommended condition to provide a Type 3 Bufferyard. The Type 2 and Type 1 Bufferyards recommended by the Planning Commission are in response to an alternative compliance request from the applicant, which was presented at the meeting and includes a reduction in landscaping material (shrubs) that will be required to be planted in the Bufferyards along adjacent property lines. |
