Authorize the Mayor to execute a Memorandum of Understanding with Board of County Commissioners of Johnson County, Kansas (“Johnson County”) for the provision of transit service during the calendar years of 2018 to 2021. |

Executive Summary: |
Johnson County currently provides public transportation service known as the “K-10 Connector” between Johnson County, Kansas and the city of Lawrence, Kansas. For several years both entities have funded this service and there is a common desire to continue this cooperative effort under the terms established by the proposed Memorandum of Understanding (MOU). Former Johnson County Manager, Hannes Zacharias, and his staff, were instrumental in negotiating mutually agreeable terms for the continuation of this partnership.
Under the MOU, Johnson County agrees to continue current levels of public transit service known as “K-10 Connector” between Johnson County and the City of Lawrence. Johnson County will be responsible for all on-going capital and operating expenses of necessary vehicles.
Lawrence’s duties, obligations, and liabilities under this agreement are limited to providing the funding assistance for the calendar years of 2018 to 2021. A multi-year funding agreement will improve future planning regarding the service. The proposed multi-year funding plan is contingent on sufficient funds being available and appropriated through the City’s annual budget process.

The fiscal impact to the City on a calendar year basis is as follows:
2018: $135,000 2019: $155,000 2020: $155,000 2021: $155,000
The City’s 2018 Adopted Budget anticipated a $120,000 funding level for this partnership. Approval of the MOU will increase the City’s 2018 funding level to $135,000. Sufficient expenditure authority is available within Lawrence Transit’s 2018 Adopted Budget to fund the additional expense using local sales tax funds.
