Recommendations/Options/Action Requested:

 

Authorize City Manager to enter into an addendum with the agreement with BBC Research & Consulting, Inc., the housing study consultant, to add a half-day workshop and the development of a spending framework relating to the recently approved affordable housing sales tax, increasing the contract maximum by $2,600 from $78,650 to $81,250. 

 

Executive Summary:

In October 2017, the City Commission approved a contract with BBC Research & Consulting, Inc. for completion of a comprehensive housing market study in an amount not to exceed $78,650.  Soon after the action, on November 7, 2017, the voters of Lawrence overwhelmingly approved the proposed sales tax to support affordable housing initiatives. The sales tax is estimated to generate $10 million over the 10 year period.    

 

As staff began discussion the consulting firm regarding starting up the study, the authorized scope was reviewed.  It seems appropriate that given the authorization of the sales tax funds, that there was a unique opportunity to gather input from the consultants to create a spending plan framework to accompany the recommendations.  This change in scope includes travel for the consultants to conduct a half day workshop with the Affordable Housing Advisory Board to develop this as part of the final plan for consideration.

Fiscal Impact (Amount/Source):

This increases the study by $2,600.  Funding is available in the 2018 Housing Trust Fund budget, assuming the budget approval item related to the fund, which is also on this agenda.
