Executive Summary: |
The City has received a request from Douglas County requesting an exception to a provision in the authorizing resolution for the Lawrence/Douglas County Housing Authority which requires all property of the Housing Authority to be titled in the name of the City of Lawrence.
Douglas County has been working with the Housing Authority on the development of a project as part of the behavioral health campus. The project would be located at 146 Maine Street and 1000 West 2nd Street. The County is requesting that the property be titled to Douglas County, rather the City of Lawrence. The Housing Authority is in concurrence with this request. Approval of the joint resolution would authorize an exception to enable the property in this specific case to be titled to Douglas County. In the event that the use changes in the future, the property would revert to being titled to the City, as other Housing Authority property is. Staff recommends this joint resolution granting the exception be authorized.
