Recommendations/Options/Action Requested:

 

Authorize the submission of a Historic Preservation Fund Grant, administered by the Kansas Historical Society, for a historic resources survey of a portion of the Barker Neighborhood.

 

Executive Summary:

The City of Lawrence is requesting a Historic Preservation Fund (HPF) grant to hire a consultant to conduct a survey and produce a building inventory and summary of findings for a portion of the Barker Neighborhood- from New Hampshire Street on the west to Barker Avenue on the east, 15th Street on the north to 23rd Street on the south. The objective of the project is the identification and evaluation of historic resources of this area of the city.

 

The grant is administered by the Kansas Historical Society with monies provided by the National Park Service. The total project cost is $26,530. The grant will pay 60%, $15,900, for a consultant and the city match will be staff salaries. Staff commitment is for grant administration, help with public meetings, and some coordination of GIS mapping.

 

Identification and evaluation are the first two steps in the preservation of historic resources. The results of the survey and summary document will be used by the planning office for planning purposes and project review.  The results will also be used by the historic resources commission for project review and to continue their goal to identify historic resources in the city to better understand the history of the city and the neighborhoods that create a sense of place that is important to the overall character of the city.
