Award Bid No. B1755 to John Rohrer Contracting Company and authorize the City Manager to execute the construction contract in the amount of $156,711.00 for the Clinton Water Treatment Plant Sludge Room Repairs Project UT1604.

 

Authorize the City Manager to execute Supplemental Agreement No. 4 in the amount of $35,901.00 to the Engineering Services Agreement with Walter P Moore for construction phase engineering services for the Clinton Water Treatment Plant Sludge Room Repairs Project (2017 CIP# UT1604).

 

Executive Summary:

The Clinton Water Treatment Plant Sludge Room Repairs Project (2017 CIP# UT1604) includes structural repairs on the interior walls, replacement of the access hatch and surrounding concrete curb and slabs, and application of protective coatings to the interior surfaces, piping, and mechanical equipment in the Clinton sludge room. The project is funded in the department’s 2017 budget and amended CIP.

 

Walter P Moore completed construction documents for the project, and the project was advertised on January 3, 2018. A pre-bid conference was held on January 16, 2018 at the Clinton Water Treatment Plant. Bids were opened on February 6, 2018 and were read publicly aloud as follows:

 

John Rohrer Contracting Company

Mega Industries Corporation

$250,068.00

Engineering Estimate

$170,560.00

 

Two minor errors were noted in the bid tabulation of John Rohrer Contracting Company, but there was no net increase or decrease in the total bid price, as discussed in the attached letter of recommendation. John Rohrer Contracting Company acknowledged and agreed to this correction. Walter P Moore has reviewed the bids, qualifications, and current project commitments of the low bidder, John Rohrer Contracting Company. Walter P Moore recommends awarding the bid to John Rohrer Contracting Company in the amount of $156,711.00.

 

Staff have negotiated construction phase engineering services with Walter P Moore for the project. Due to the unusually complicated nature of the inspection work, the scope for these services exceeds the standard construction phase services for standard projects. The repairs require several iterations of structural concrete inspection for signs of deterioration. Engineered recommendations or modifications for repairs may also be required based upon the findings during removal of the existing concrete.  The supplemental agreement is billed at an hourly rate, not to exceed fees of $35,901.00.

Fiscal Impact:

The fiscal impact to the City is $192,612.00. The funding for this project is included in the Department of Utilities 2017 Amended Capital Improvement Plan for Clinton Water Treatment Plant Sludge Room Repairs (2017 CIP# UT1604).
