Recommendations/Options/Action Requested:

Extend the terms of members of various construction code advisory Boards through June 30, 2019.

Executive Summary:

The City’s construction code Advisory Boards, including the Building Code Board of Appeals (BCBA), Contractor Licensing Board (CLB), Electrical Code Board of Appeals (ECBA), Fire Code Board of Appeals (FCBA), Mechanical Code Board of Appeals (MCBA), and Plumbing Code Board of Appeals (PCBA) have begun work to review new editions of the City’s adopted building codes (2018 I-Codes) in preparation for possible adoption by the City.  This review is scheduled to be completed, and new codes proposed to the City Commission for adoption, by March 2019 with a targeted effective date of July 1, 2019.

 

Additionally, the above listed Advisory Boards are to be consolidated into a single Advisory Board at the direction of the City Commission.  Consolidation is planned to be concurrent with adoption of new building codes.

 

Terms for the below listed Advisory Board members expire prior to the anticipated adoption date of the 2018 I-Codes and consolidation of the construction code Advisory Boards.  Extending the terms of these members through June 30, 2019 would avoid disruption in review of the 2018 I-Codes, and provide continuity for the various construction code Advisory Boards until they are consolidated.  The following terms are set to expire prior to June 30, 2019:

Strategic Plan Critical Success Factor

Effective Governance/Professional Administration- Advisory Board review was one of the priority initiatives under this critical success factor.

Fiscal Impact (Amount/Source):

There is no fiscal impact to the City related to extending these Advisory Board terms.
