Requested Action:

 

Authorize the Mayor to execute a Performance Agreement between the City of Lawrence and Plastikon Healthcare, LLC., related to the Phase I and II expansions of the Company’s facility in East Hills Business Park.

 

Executive Summary:

On December 19, 2017, the City Commission conducted a public hearing and approved a request by Plastikon Healthcare LLC, for a 10-year property tax abatement on Phase I and II expansions of the company’s facility located in East Hills Business Park.

 

Since the request was approved, staff has drafted a performance agreement between the City and Plastikon Healthcare LLC, as required by the City’s economic development policy. The agreement requires the company to pay its taxes and continue to operate as a manufacturer to annually access the exemption during the 10-year abatement period.

 

The performance agreement has been signed by Plastikon and is now ready for the City Commission to vote to authorize the Mayor to sign.

Fiscal Impact (Amount/Source):

The fiscal impact to the City of the Catalyst Program is positive but the exact amount is unknown until buildings are constructed.  Because the program only offers a partial property tax abatement, any new development will result in net positive tax base to the City and the other taxing jurisdictions.
