Department:

Police Department

Commission Meeting Date:  April 3, 2018

Staff Contact:

Sergeant Ryan Halsted, Mental Health Team Supervisor

Recommendations/Options/Action Requested:

Authorize the City Manager to execute a Memorandum of Understanding between the Bert Nash Community Mental Health Center and the Lawrence Police Department in reference to the Mental Health Team.

Executive Summary:

In June of 2017, the Lawrence Police Department began operating a Mental Health Team (MHT) with two (2) specially trained officers and one (1) Master’s level clinician supplied from the Bert Nash Community Mental Health Center.  This team focuses exclusively on mental health related calls received by the Lawrence Police Department in order to better assist the citizens of Lawrence.

In order to form a better working partnership, staff is asking for the City Commission to grant approval for the City Manager to execute a Memorandum of Understanding (MOU) between the Bert Nash Community Mental Health Center and the Lawrence Police Department.  This MOU would lay out responsibilities for each party so when questions arise, they can be addressed between the parties and continue the cooperation of both entities towards the betterment of our citizen’s interactions with both organizations.  The MOU has been reviewed by both the City Attorney’s office and Bert Nash’s legal representation and both parties are in agreement on the language of the MOU.
