Recommendations/Options/Action Requested:

 

Award RFP No. R1716 to GHD Inc. and authorize the City Manager to execute the consulting contract in the amount of $226,182 for the Farmland Remediation Project.

 

Executive Summary:

The first phase of the City’s plan for improvements to the Farmland Remediation project includes professional consultant services related to recommendations for a long-term environmental remediation plan at the former Farmland nitrogen fertilizer plant located on the eastern edge of the city.  Due to variable nitrate and ammonia concentrations in the collected water, increases in the volume of contaminated water collected, changes of ownership in the properties participating in the land application program, and lack of infrastructure to expand the land application program, the current remedial plan is insufficient to continue safe operation and work towards site closure.

 

A request for proposals was advertised on Wednesday, November 8, 2017. After proposal evaluations and interviews, GHD Inc. was selected as the most qualified firm and contract negotiations began. GHD proposed a scope of work and contract on March 23, 2018 in the amount of $226,182.00.  The project, as proposed by GHD, includes site assessment, remediation alternative analysis, community engagement, and recommendation of appropriate remedial action. This phase of the project is scheduled to be complete by December 2018.

 

The study was not originally contemplated when the 2018 Budget and Capital Improvement Program (CIP) were adopted. However, considering the emerging issues with the remediation project, 2018 CIP project PW18V01, Farmland Pond Cap ($1 million), was postponed. This project will not proceed until the consultant study is complete and any potential changes to the remediation project are understood. As a result, expenditure authority of $1 million is available in the 2018 budget to fund the consultant agreement.    

 

In addition to considering the consultant agreement, the City Commission will receive an update from City staff on the temporary additional discharge operation at the Farmland remediation site.

Fiscal Impact (Amount/Source):

Awarding the contract as recommended will have a fiscal impact to the City of $226,182. Funding for this project comes from the 2018 Farmland Remediation Fund (account no. 604-3-3400).
