Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute Addendum No. 1, Stakeholder Engagement, to the Engineering Services Agreement with GHD Inc. for the Farmland Remediation Project in the amount of $5,194.00.

 

Executive Summary:

The City plans to pursue changes to the long-term environmental remediation project at the former Farmland Nitrogen Fertilizer Plant. Phase One of this effort includes professional services related to site study, analysis of alternative remediation strategies, and regulatory approvals for alternative strategies. A request for proposals was advertised on Wednesday, November 8, 2017. After proposal evaluation and interviews, GHD, Inc. was selected as the most qualified firm and risk-based contract negotiations began. On March 23, 2018, GHD proposed an original scope of work and cost proposal in the amount of $226,182.

 

On April 3, 2018, the City Commission authorized the City Manager to execute the Engineering Services Agreement (ESA) with GHD, Inc. under the condition that the price of stakeholder engagement be removed, renegotiated by city staff, and brought back for Commission approval as an addendum to the ESA. Addendum No. 1 to the ESA includes the renegotiated scope and cost proposal for the stakeholder engagement task. The new contracted amount calls for services in an amount up to $5,194.00. The City will pay for only those services used.

 

The project scope, as proposed by GHD, includes site assessment, remediation alternative analysis, community engagement, and recommendation of appropriate remedial action. Project Phase One is scheduled for completion by December 2018.

Awarding the amendment as recommended will have a fiscal impact to the City of $5,194.00.  Funding for this project comes from the 2018 Farmland Remediation Trust Fund account no. 604-3-3400.
