Executive Summary: |
In April of 2015 the City of Lawrence was awarded Transportation Alternatives (TA) Program funding from Kansas Department of Transportation (KDOT) for a Safe Routes to School (SRTS) project. The SRTS TA agreement has a cost share with KDOT funding an amount not to exceed $189,156 and the City funding any remaining costs. The project will add sidewalks along designated safe routes to school and Rectangular Rapid Flashing Beacons at nine (9) existing school crossings without a crossing guard present. The beacons will have LED lights along with school crossing signs and will be push button activated. Plans were designed in-house by City staff and the project was bid March 20, 2018. Bids shown below.
The low bid received was from Sunflower Paving Inc., in the amount of $311,914.75. However, the Sunflower Paving Inc. bid did not meet the Disadvantaged Business Enterprise (DBE) goal set for the project by KDOT. The KDOT TA grant funding this project requires a certain percentage of the work to be performed by a DBE contractor. The Sunflower Paving bid did not satisfy that requirement, therefore, KDOT and the City recommend awarding this project to the next lowest bidder meeting the DBE goal, Freeman Concrete Construction, in the amount of $317,392.20. The City-funded cost share of the project of $128,236.20 will be funded from the 2016 CIP budget for Bike/Pedestrian projects. Project Plans are attached with this memo. Construction will begin this summer 2018.
2016 Pedestrian/bicycle budget and projects The 2016 budget included $400,000 for bike-pedestrian projects ($200,000 infrastructure sales tax and $200,000 KDOT Federal Exchange funds). These funds were allocated to four projects: Safe Routes to School, CDBG Sidewalk Gap, Baldwin Creek Trail and 29th Street Trail (see attached table). Following construction of this summer’s SRTS project there will be approximately $54,296.80 remaining to fund the 29th Street Trail, Haskell Ave. to Haskell Rail Trail project (estimated construction cost $170,000). The 29th Street Trail project is being designed in-house and future 2019 bike/pedestrian funds could be used to construct the project.
