Authorize City Manager to negotiate a contract for consulting services with Houseal Lavigne Associates to complete the Downtown Master Plan. This project is funded a maximum of $110,000 in the approved 2018 Capital Improvement Plan. |

Executive Summary: |
Through the City’s strategic planning process, the City Commission identified a priority initiative of creating a Downtown Master Plan that includes identifying needed and desirable assets, identifying existing infrastructure and uses, and discovering potential uses and obstacles in response to the critical success factor of Economic Growth and Security.
City Staff (Diane Stoddard, Brandon McGuire, Scott McCullough, Lynne Zollner, Jeff Crick, Amy Miller, Mark Hecker, Porter Arneill, Mark Theil, and Crystal Miles) met and developed a Request for Proposals (RFP) that was approved by the City Commission at their February 6, 2018 meeting. RFP’s were due on March 15, 2018 and in all, 12 proposals were received from the following firms:
A selection committee made up of 7 multi-disciplinary staff (Diane Stoddard, Scott McCullough, Lynne Zollner, Amy Miller, Mark Hecker, Porter Arneill, and Mark Theil) individually reviewed and rated all 12 proposals. The selection committee then met to discuss the proposals and four firms were selected for interviews:
The group conducted video conference interviews on April 13, 2018 with all four firms and held a discussion on April 16, 2018 where Houseal Lavigne Associates (HLA) was selected as the firm that presented the most comprehensive proposal that fit the City’s needs. Overall, the group chose HLA based on relevance of prior plans completed, the team’s familiarity with Lawrence, and their proposal for a robust public engagement plan. In particular, the committee felt that HLA’s work on the Oshkosh Downtown Plan and Downtown Carbondale Master Plan best fit the goals of the City with respect to the creation of the Downtown Master Plan.
This item is included in the 2018 Capital Improvement Program (CIP), with a budget maximum of $110,000. Staff would like to proceed with negotiations with HLA regarding fee and scope and bring a contract back to the City Commission at a future date for consideration. |
