Executive Summary: |
It has long been the practice of the Governing Body of the City of Lawrence to adopt an ordinary ordinance[1] on first and second reading. K.S.A. 12-3001 governs the process for the consideration and passage of ordinary ordinances. At one time the statute required certain cities of the first class to pass most ordinances on first and second readings. The statute has been amended, and that requirement no longer exists. The City may now therefore, pass most ordinances on first reading.
In an effort to meet strategic plan goals and to streamline governance and procedures, it is recommended that ordinary city ordinances be passed on first reading. The change will simplify and streamline the Commission’s agenda preparation. It will also provide greater clarity to the public on the date ordinary ordinances will be passed by the Commission. Commissions will still be able to defer action or amend ordinances upon affirmative action of the Governing Body. Ordinance 9471 amends Chapter 1, Article 1, Section 1-107 of the City Code. If passed, the ordinance would be effective on July 1, 2018.
