Executive Summary: |
The City Commission will consider adoption of the CDBG/HOME 2018 Action Plan and Investment Summary as well as the 2018-2022 Consolidated Plan at their regular meeting Tuesday, May 15, 2018. The Consolidated Plan/Action Plan is required by the Cranston-Gonzalez National Affordable Housing Act of 1990 and is the result of a collaborative process whereby a community establishes a unified vision for community development, which in the case of the City of Lawrence is how federal funds are utilized to meet that vision. The majority of the grantees and projects this year are very similar to years past, and the Consolidated Plan shows a focus on similar projects moving forward over the next five years. As of this date, there is no indication what the federal allocation to the City of Lawrence will be for the 2018 program year. This plan may need to be amended when the numbers are released, but that will be determined by the amount of the final allocation. Staff is anticipating final number release in June, however the Plans are due to HUD no later than June 15.
The 2018-2022 Consolidated Plan speaks to potential projects for the next five year period pertaining to CDBG and HOME grants, as well as taking into consideration the Assessment of Fair Housing Goals that were accepted by HUD in December of 2017. The 2018 Action Plan includes the one year Investment Summary (attached) for the upcoming 2018 program year (August 1, 2018 through July 31, 2019). The 2018 Program Year is year one of the 2018-2022 Consolidated Plan. The Action Plan and the Consolidated Plan are available in one document on the department website at www.lawrenceks.org/pds (titled “2018-2022 DRAFT Consolidated Plan”) and they have been available to the public since April 26, 2018. The Community Development Advisory Committee (CDAC) held their public hearing on April 26, 2018, which began the 30-day comment period for the document. The comment period will end on May 26, 2018. All public comment received is included in the final Plan submittal to the U.S. Department of Housing and Urban Development (HUD) and is independent of the City Commission adoption of the Investment Summary and the Action Plan Document, as well as the Consolidated Plan. Staff will be available to answer any questions and the Chair of the CDAC, Jay Holley, will be present at the meeting if there are any additional questions.
