Authorize change order for the East Lawrence Recreation Center parking lot addition project to RD Johnson Excavation Co, Inc. in the amount of $9,444 to replace an existing storm sewer pipe under the proposed parking area. |

Executive Summary: |
The East Lawrence Center parking lot addition project (PR1710CIP) was approved for funding by the City Commission as part of the City’s 2017 Budget and CIP. Currently under construction, the purpose of this project is to help alleviate overflow parking on adjacent streets during periods of heavy facility use at the East Lawrence Recreation Center. While excavating for the new parking area, an existing storm sewer pipe was exposed and identified as a potential failure issue if left in its current state.
The original project was bid in December of 2017 with RD Johnson Excavation Co. Inc. providing the low bid of $99,489.10. The requested change of $9,444.00 for replacement of the storm sewer pipe would bring the total project cost to $108,933.10. Contracts exceeding a cost of $100,000 require City Commission approval. The original contract amount was less than $100,000 and therefore did not receive Commission approval. This Change Order is presented to the Commission to satisfy the intent of the Purchasing Policy and for the sake of transparency.

The total fiscal impact to the City will be $108,933.10. The original $99,489.10 was encumbered using the 2017 General Fund budget. The additional $9,444.00 needed for the change order is budgeted in the 2018 Parks & Recreation General Fund budget. |
