Recommendations/Options/Action Requested:
Adopt on first reading Ordinance No. 9463, allowing the sale, possession, and consumption of alcohol on the public right-of-way on Friday, August 31, 2018, from 6:00 p.m. to 11:00 p.m. in the 800 block of Pennsylvania Street and on 8^th Street from Pennsylvania Street to New Jersey Street for the Lawrence Beer Company Block Party event.
Executive Summary:		The Lawrence Beer Company event organizers have applied for a street event temporary use of right-of-way permit for their 2018 event, which will be held on Friday, August 31, 2018 from 6:00 p.m. to 11:00 p.m. in the 800 block of Pennsylvania Street and on 8^th Street from Pennsylvania Street to New Jersey Street. The event applicant has requested an ordinance authorizing the sale, possession, and consumption of alcohol associated with this event. The request to sell, possess, and consume alcohol within the public right-of-way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and was not found to be within 400 feet of a church or school. The applicant has obtained permission from the adjacent property owners to close the streets for the event. In addition, coordination with Parks and Recreation, Public Works, Police, Fire/Medical, Downtown Lawrence Inc., Lawrence Transit, Explore Lawrence, and Lawrence Association of Neighborhoods was completed with no issues being identified.
