Recommendations/Options/Action Requested:

Approve the spending plan for 2018 Sidewalk/Bike/Ped Improvements/ADA Ramps Program (CIP# CI09, $450,000) as well as the remaining $150,000 of 2017 Sidewalk/Bike/Ped Improvements/ADA Ramps (2017 CIP No. CI09).

 

Executive Summary:

The 2018 CIP includes a $450,000 project budget for Sidewalk/Bike/Ped Improvements/ADA Ramps (CI09). Additionally, $150,000 remains from the 2017 CIP for the same project. The other $300,000 of 2017 bike/ped funds are being used to match two KDOT Transportation Alternative (TA) project grants, Safe Routes to School and 19th & Iowa ped/bike tunnel. The combined 2018 project budget with the balance of the 2017 project budget provides $600,000 for ped/bike/ADA facilities in 2018. 

 

At the January 29, 2018 Transportation Commission Meeting, the board concurred with the staff recommended funding split of $100,000 for ADA Ramps, $150,000 for Pedestrian Facilities and $350,000 for Bicycle Facilities.  Staff then used the Non-Motorized Projects Prioritization Policy to rank all of the applicable projects and put together planning level estimates for several of the potential projects. Based on the rankings and available funding, staff developed a recommended spending plan for the funds that is outlined below and was presented at the April 2, 2018 Transportation Commission meeting.

 

Ø  $100,000 ADA Ramps

·         Design for 2017 CDBG ramps along 11th St from Massachusetts St to Burroughs Creek Trail. The 2017 CDBG funding did not include funding for design services.

·         Design and construction of ramps along the designated Safe Routes to School for New York Elementary

Ø  $150,000 Pedestrian Facilities

·         Design of RRFB (Rectangular Rapid Flashing Beacon) at 16th and Haskell. Construction will be funded by CDBG funds but those funds did not include design services.

·         Design and construction of the following sidewalk projects:

§  East side of Michigan St, 2nd to 3rd

§  South side of W. 27th St, Crestline to Chipperfield

§  South side of Harvard Rd, Iowa to Hilltop

Ø  $350,000 Bicycle Facilities

·         Design and construction of the following projects:

§  Bike Boulevard on 21st St from Iowa St and Naismith Dr

§  Bike Boulevard on 21st St from Naismith Dr to Massachusetts St

§  Bike Boulevard on Lawrence Ave from Harvard Rd to Bob Billings Pkwy

 

The Transportation Commission voted 9-0 to recommend approval of the spending plan as presented by staff. Pending City Commission approval, staff will begin soliciting design services.

Approval of the request, as recommended, has a $600,000 impact to the City Budget which will be funded out of the 2017 and 2018 Sidewalk/Bike/Ped Improvements/ADA Ramps Line Item (CI09).
