Recommendations/Options/Action Requested:

 

Approve UtiliWorks Consulting, LLC to proceed with Task Order 2 for Advanced Metering Infrastructure Procurement in an amount of $58,600.

 

Executive Summary:

UtiliWorks prepared an Advanced Metering Infrastructure (AMI) Business Case Assessment Report in September of 2016. Table 1 shown below is from the executive summary of the report and shows a return on investment of 12 or 13 years depending on whether the City self performs the installation or if an installation contractor is used.

 

 

In addition to the return on investment for the City, the AMI implementation will allow customers to manage their water consumption and conservation efforts through the ability of the AMI system to provide hourly data and advanced reporting tools. Access to this data will be important to the customers as the proposed inclining block rates are introduced with the 2020 budget. Customers will also be able to set up leak notifications and options for outage notifications.

 

The AMI project was included in the 2018 Capital Improvement Program and was planned to begin in early 2018. The need to replace the Customer Information System (CIS), in order to implement the proposed inclining block rate, delayed the start of the AMI project to coincide with the later stages of the new CIS project integration.

 

The scope of work with UtiliWorks for Task Order 2 includes development of the request for proposals for the AMI system to make sure the most current industry standards and requirements for tele-communications, performance, business systems, system reporting, and integration with the billing system are contained in the request. In addition, the scope includes assistance in the evaluation of the proposals received and help in preparing for and conducting interviews of selected vendors. Selection of a preferred vendor for contract negotiations will be the outcome of Task Order 2. The cost of Task Order 2 is $58,600.

 

If the City desires assistance from UtiliWorks for preferred vendor contract negotiations, AMI deployment planning, or pilot project deployment, additional Task Orders would have to be approved.

Approving Task Order 2 will have a fiscal impact of $58,600. Funding for this project was identified in the Utilities Department 2018 CIP and in the proposed 2019-2023 CIP as project number UT1898.
