Building Code Board of Appeals Meeting

Meeting called to order 2:30pm.

 

First item of business was to approve minutes from the March 7th, 2018 meeting. Chris Cunningham moved to approve minutes as written, Seconded by Greg Rau. Motion passed 5-0. 

 

There was no public comment.

 

Next item was to continue review of the IBC Chapters 6-11.

 

Smalter noted 904.12 and 904.13, which applied to code modifications to commercial cooking operations.

 

Brunin said he was glad to see the modification to 704.2 involving columns inside a rated wall.

 

Stogsdill asked if the Fire Code Board had started their review. Queen said yes.

 

Queen asked if any board members were familiar with delayed action self-closing doors in 716.2.

 

The board discussed the reasons for this code section: mainly so that groups can more easily evacuate buildings. They noted this is a new provision.

 

Markley said he was happy to see clarification of 905.3.1 involving standpipes.

 

In Chapter 10, Smalter pointed out a new occupant load for business use areas for concentrated business uses such as telephone call centers.

 

Cunningham voiced some confusion over provisions involving illumination of exit discharge to the public way.

 

The board then discussed code requirements for exit pathways for required exits.

 

Lady discussed several scenarios for requirements of exit pathways.

 

Markley said he would like to have the Building Official have the ability to determine exit pathways on a case by case basis, allowing a more common-sense approach.

 

Lady responded it is important to address at the design stage.

 

The board wondered if this was considered emergency lighting.

 

Cunningham stated a discussion with Fire Inspectors about exits would be beneficial.

 

Staff agreed to research what the current code says about discharge path illumination to understand what the clarification of 1008.2.3 means.

 

Stogsdill asked about wind loads in the 2018 IBC, noting the map was difficult to read.

 

Smalter said she would clarify for next meeting.

 

Smalter then presented the board with a timeline for finishing review of the 2018 codes and a proposed schedule of meeting dates.

 

Next meeting will include review of Chapters 12-35.

 

Markley made a motion to adjourn, Seconded by Brunin. Passed 5-0.
