Meeting called to order 2:35pm.

 

First item of business was to approve minutes from the April 4th, 2018 meeting. Chris Cunningham moved to approve minutes as written, Seconded by Greg Rau. Motion passed 3-0. 

 

There was no public comment.

 

The next item was to continue review of the 2018 IBC, Chapters 12-35.

 

Cunningham asked staff for some research about an assembly in Chapter 12 of the Significant Changes book.

 

Cunningham asked how tile would figure into the weather covering minimum thickness table 1404.2. The Board agreed ¼ inch tile would be code compliant.

 

Brunin asked if the City had rain load data for Lawrence.

 

Smalter said the City will most likely develop the data, as is now required on construction documents in 2018 IBC. Brunin said the City should provide that information for designers.

 

Brunin said he had never used rain intensity data in previous design work.

 

Walthall said staff would research the subject and look at in more detail.

 

Brunin noted that wind speed terminology has changed again in the IBC. He said it hasn’t changed the design speed by much, only the terminology.

 

Smalter noted that our city’s Statement of Special Inspections is going to be reviewed with the adoption of the new codes.

 

Queen pointed out a mistake in the 2012 IBC regarding 1705.5.2. Errata has been published correcting the error regarding metal plate connected wood trusses.

 

Brunin asked staff if any projects utilizing Cross Laminated Timbers (CLT’s) had been undertaken in Lawrence. Staff replied no. Brunin noted wood sales representatives have been pushing the sale of CLT’s, and their use is popular on the west coast.

 

Smalter noted that a complete review of existing amendments would be done at a later meeting.

 

Brunin said that he was pleased that section 3113, regarding relocatable buildings, was now part of the code.

 

The Board then discussed section 3314 which allows the fire code official to require a fire watch during non-working hours for buildings that exceed 40 feet in height.

 

Walthall said that this authority has been used in Lawrence on occasion, mainly late in construction. Often, fire watch would be required when fire systems are active and then taken off line temporarily, prior to completion of construction. In the past, it has basically been used on renovation projects. Walthall noted that the fire code already allows fire watches and ICC is trying to standardize cross-references in the code.

 

Smalter said that in 2015, no appendices were adopted and staff would not be recommending adoption of any in the 2018 IBC.

 

Smalter said the June meeting would be the review of the International Existing Building Code Chapter 2-16 and appendices.

 

 

Rau made a motion to adjourn, Seconded by Cunningham. Passed 3-0.
