Recommendations/Options/Action Requested:

 

Approve the sole source purchase of a Training/Burn Tower using Government Services Administration (GSA) contract GS-07F-5448P to WHP Training Towers in the amount of $784,881.00. (Project No. FM1703CIP)

 

Executive Summary:

The present training/burn tower was constructed in the early 1993 and has been on the department’s CIP request since 2010.  Emergency structural repairs were completed in 2003 that extended its life.  We are currently experiencing significant maintenance issues and have to limit our live burns scenarios and monitor structural stability due to rusting of wall sections.

 

Our agency accreditation recommendations since 2007 have recommended replacement of the training tower based on its current condition and safety concerns.  It is anticipated that Lawrence Police as well as other area fire departments will continue to utilize the facility for their training needs.

 

Construction and Site Improvements:

  • Construction: WHP Training Towers cost represents the equipment, delivery and installation. 
  • Site Improvements: It was identified during the planning phase that this section of land was not properly platted and site planned.  Site improvements consisting of sidewalks, trees, etc. will be completed as separated projects utilizing the City’s Purchasing Policy.  
  • The total project will not exceed the $1,200,000 approved budget authorization.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $1,200,000.

 

The city share of this project is included in the 2017 and 2018 Equipment Reserve Infrastructure Fund Budget to be paid from proceeds from the 0.3% Infrastructure and Equipment Sales Tax and are included in the 2018 budget and financial forecast.

 

Douglas County has agreed to provide a cost share of 25.64% of the actual costs and is estimated to be $307,680.00.
