Recommendations/Options/Action Requested: Adopt Resolution No. 7254, declaring the City’s intent to issue General Obligation Bonds in the amount of $500,000 for the design and construction of sidewalk, bicycle, pedestrian and accessible ramp improvements (CI09). |

Executive Summary: |
The 2017 and 2018 CIP each include a $450,000 line item for Sidewalk/Bike/Ped Improvements/ADA Ramps (CI09). Total funding available for 2017 and 2018 projects is $900,000 ($400,000 Infrastructure Sales Tax and $500,000 General Obligation Bonds). The spending plan for these funds has previously been approved and consists of the following items. · $200,000 Kansas Department of Transportation (KDOT) Transportation Alternatives (TA) grant match for 19th and Iowa ped/bike tunnels · $100,000 KDOT TA grant match for Safe Routes to School (SRTS) · $100,000 for ADA accessible ramp design and construction · $150,000 for design and construction of pedestrian facilities, including the following: o Rectangular Rapid Flashing Beacon (RRFB) at 16th and Haskell (Bonds issued for design only, with construction funded by Community Development Block Grants (CDBG) o East side of Michigan St, 2nd to 3rd o South side of W. 27th St, Crestline to Chipperfield o South side of Harvard Rd, Iowa to Hilltop · $350,000 for design and construction of bicycle facilities, including the following: o Bike Boulevard on 21st St from Iowa St and Naismith Dr o Bike Boulevard on 21st St from Naismith Dr to Massachusetts St o Bike Boulevard on Lawrence Ave from Harvard Rd to Bob Billings Pkwy
For accounting purposes the General Obligation Bonds will fund the $150,000 in pedestrian facilities and $350,000 in bicycle facilities listed above. The KDOT TA grant match projects and the ADA ramps will be funded with the $400,000 of Infrastructure Sales Tax.
Several residents have expressed concerns and questions regarding the 21st Street bicycle boulevard in the past couple of weeks. A memo explaining the process that was utilized in developing the recommendations as well as some additional information on bicycle boulevards is attached. There will be additional opportunities for public input during the design phase of the project which should occur later this year.
