Executive Summary: |
The Lawrence Arts Center was constructed in 2002. In 2015 and 2016, City staff worked with 360 Energy Engineers to identify energy saving projects known as the Facilities Conservation Improvement Program (FCIP). It was determined that the boilers at the Lawrence Arts Center were nearing the end of life and should be replaced soon. During project scope development for the FCIP project, this item was determined to be a tier two project by City staff and was not selected as part of the FCIP.
The replacement of these units has been identified as a critical need, due to age and usage. The result of not replacing this system will increase the normal maintenance costs associated with operations as well as increase the likely hood of emergency types of repairs. The new boiler systems will be a high efficiency condensing boiler system that will reduce overall operational and maintenance costs at the facility.
While conducting bids for the Lawrence Arts Center roof replacement, a significant cost savings was realized. Due to these cost savings the boilers can be replaced this year. On April 17, 2018, the City Commission approved amending only the scope of Resolution No. 7240 authorizing the issuance of bonds to include the boiler replacement at the Arts Center.
Bids for the hot water system replacement were received on May 22, 2018 and are outlined in the bid tab below.

The fiscal impact to the City is $112,630.75. This item was not in the 2018 budget but is being paid out of savings from the Arts Center Roof replacement project CIP number PW18B6. The project will be funded with general obligation bonds.
