Recommendations/Options/Action Requested:
Authorize staff to sign an agreement with Positive Bright Start for Child Care Financial Aid.
Executive Summary:		On August 8, 2017 the Governing Body approved the recommendations of the Social Service Funding Advisory Board and authorized the City to enter into agreements with social service agencies. One of those recipients, Success by 6, reached out in March of 2018 to indicate that the program they received funds for, Child Care Financial Aid, was now going to be managed solely by Positive Bright Start. Previously, Success by 6 served as an intermediary between other agencies to administer these funds. Currently, Positive Bright Start is the only remaining agency that may administer these funds for the designated purpose. Therefore, Success by 6 requested that an updated agreement be struck directly with Positive Bright Start because Success by 6 is no longer needed as intermediary. Staff sent a letter to Success by 6 terminating their agreement by mutual consent and relieved Success by 6 of all obligations stated in the agreement. The program that was recommended by the Social Service Funding Advisory Board remains the same, the only change is with the agency managing those funds. Staff recommends authorizing staff to sign an agreement with Positive Bright Start to fund Child Care Financial Aid.

Fiscal Impact (Amount/Source):		The fiscal impact to the City is $25,000. This was included in the funding levels set aside for social service agencies in 2018.
