Recommendations/Options/Action Requested:

 

Award Bid No. B1827 to Miles Excavating Inc., and authorize the City Manager to execute the construction contract in the amount of $839,111.89 for the reconstruction of Louisiana Street from 12th Street to 13th Street, Street, Storm, and Waterline Improvements (CIP# PW18E8 and 2016 Waterline Replacement Program).

 

Authorize the City Manager to execute the Cost-Sharing Agreement with the University of Kansas for University participation in the construction cost of the storm sewer improvements for the Louisiana Street, 12th Street to 13th Street, Street, Storm, and Waterline Improvements.

 

Executive Summary:

The Louisiana Street reconstruction project, from W 12th Street to W 13th Street, Street, Storm, and Waterline Improvements, includes street improvements, waterline replacement, and storm sewer installation.

 

After the City Commission rejected previous bids on May 1, the scope of the project was modified through a rebid process.  SK Design completed construction documents and addenda, and the project was advertised again on May 2, 2018. A prebid meeting was held on May 15, 2018. Bids were opened on May 22, 2018, and the bids were read publicly aloud as follows:

SK Design has reviewed the bids, qualifications, and current project commitments of the low bidder.  SK Design recommends awarding the bid to Miles Excavating Inc. in the amount of $839,111.89.

 

City staff requested that the University participate in funding the stormwater improvements for the Louisiana Street, 12th Street to 13th Street, Street, Storm, and Waterline Improvements based on the University’s need for storm sewer improvements on Jayhawk Boulevard. Through discussion with City staff, it was determined that the appropriate portion of the project for the University to participate in would be a total of $96,818.20 for the storm sewer improvements.
