Receive report on payment of $52,101.00 to Westland Construction Inc. for emergency sanitary sewer repair at 625 Sunnyside Ave.

 

Executive Summary:

The City’s Purchasing Procedures Manual, Section 1.4, Emergency Procedures, establishes that when an emergency expenditure over $50,000 is incurred, a full report of the circumstances necessitating that emergency action shall be presented to the Governing Body as soon as reasonably possible. The City incurred emergency expenditures in the amount of $52,101.00 related to an emergency sanitary sewer repair at 625 Sunnyside Ave. This report notifies the Commission of this expense pursuant to the Purchasing Procedures.

 

On May 7, 2018, City staff were notified of a possible issue related to the public sanitary sewer serving 625 Sunnyside Ave. During the initial response and follow up investigations, Utilities Department staff determined that the existing 6-inch clay sewer had failed and was near total collapse under an existing carport/garage structure. Total collapse would result in a basement backup at 625 Sunnyside Ave and potentially a sanitary sewer overflow onto Sunnyside Ave.

 

Utilities Department Staff investigated a number of possible repair methods and contractors to complete this project including several open trench, realignment alternatives. The realignment alternatives initially appeared to be viable. However, these open trench alternatives would require installing pipe near and through existing private structures. Due to the significant possibility of undermining the foundations of these structures and the potential related liability issues, Utilities Department Staff decided to complete the repair using the direction drill method.

 

On May 22, 2018, Westland Construction Inc. mobilized to the site and installed approximately 166 feet of new 8-inch SDR 17 HDPE sewer pipe, a new manhole on the north side of Sunnyside Ave, and reconnected the Chancellor’s Residence and 625 Sunnyside Ave. Utilities Staff provided inspection. Work was completed on June 6, 2018.
